I think this law actullay applies in this country aleady, if you are drunk and have a driving licence then you can lose your liecence even if you are on bike, or so I have been told!
Dunno, you could be right.

Like Rabbit says, I think this already applies over here if you are drunk in charge of any form of transport be it a car, bike, horse or mobility buggy. (I seem to recall there has been at least one case of the last one recently!)
Does it apply to horses?
